Following the illegal ban put on the activity of the Moldovan Communist Party in August 1991, a group of communists started an active fight
for annulling the law stipulating the suspension of the party registration. Thus, an initiative committee has been foundad, headed by
Vladimir Voronin which took the decision to start collecting sigantures for the creation of a new party - the Party of Communists of the
Republic of Moldova(PCRM).
On October 22, 1993 the first founding conference of the Party of Communists was held. At the conference took part 179 delegates of the
Party of Communists, representing party organizations and committees from Chisinau, Balti, Comrat, Cahul, Soroca, Drochia, Straseni and
other rayons. The conference declared the foundation of the Party of Communists of the Republic of Moldova, adopted its Statute and
principles of work. Also, the conference elected the members of the Republican Party Council, which included Anton. G, Berdnikov E.,
Voronin V., Konopelkin A., Manolov F., Miron A., Neguţa A., Okunskaia Z., Plămădeală M., Prijmireanu D., Russu M., Semenţul V., Selezniov
V., Stoicov I., Hristev F.
V. Voronin, F. Manolov and A. Neguta have been elected as co-chairs of the Republican Party Council. A call was issued during the
conference to all interested persons to join the party. Following the conference, the Republican Party Council started forming party
structures.
On April 8, 1994 the second founding conference was held, which adopted the PCRM Statute, including all the amendments and modifications
needed for the registration at the Ministry of Justice.
On April 27, 1995, PCRM has been officially registered.
On December 24, the first Congress of the Party of Communists of the Republic of Moldova took place, formed out of 409 delegates,
representing the 3001 members of the PCRM, from 165 primary party organizations and 35 rayonal committees. The Congress adopted the party
Program, operated several modifications to the Statute, and elected the Central Committee and the Central Audit Commission of the Party of
Communists of the Republic of Moldova.
The Plenary of the Central Committee elected the Executive Political Committee and designated Vladimir Voronin as its First Secretary.
On April 14, 1995, the first number of the “Communist” newspaper has been issued. This newspaper has played an important role in the
process of forming the party structure and the promotion of the PCRM political position in the society.
In August 1996 the second Congress of the Party of Communists of the Republic of Moldova was held. At the third Congress held in March
1997, 409 delegates from all the administrative-territorial units of Moldova were elected, representing 417 party primary organizations.
The Party of Communists took part at the 1995, 1999, 2003 and 2005 local elections and 1998, 2001 and 2005 parliamentary elections. The
Party also designated its candidate in the 1996, 2000, 2001 and 2005 presidential elections.
After the 1998 parliamentary elections, the parliamentary faction of PCRM (40 MPs out of 101 members of the Parliament) was in opposition.
As a result of the anticipated parliamentary elections, held on February 25, 2001 the Party of Communists received 71 out of the 101 seats
in Parliament, thus they formed the majority in parliament capable to modify the Constitution. On April 4, 2001 Vladimir Voronin, First
Secretary of the Party of Communists, was elected the President of the Republic of Moldova.
During the IV Congress of the Party of Communists held on April 21-22, 2001 the party bylaws were amended and two new positions were
established: Chairperson of the Party of Communists and Executive Secretary of the Party of Communists Central Committee. On April 22
Vladimir Voronin was elected as the Party Chairperson. Victor Stepaniuc, Leader of the Communist faction in Parliament, was elected as
Executive Secretary.
During the V Congress of PCRM, held on December 11, 2004, it has been underlined that PCRM sees itself as a modern left European party.
Also, it has been decided upon initiating the elaboration process of a renewed Program of the Party to be proposed for adoption to the
Congress.
